DESCRIPTION:Another dimension of the philanthropy/government partnership is the role of charitable corporations in public-interest research and policy analyses. MBPC, founded in 1987, brings top-notch expertise to civic discourse in Massachusetts, analyzing the impacts of state budgets and taxes on low- and middle-income citizens. Its Executive Director, Noah Berger, was for seven years Policy Director for the President of the State Senate, and for three years the Counsel and Policy Director for the Senate Committee on Ways and Means. Its Board president, Peter Enrich, is former General Counsel of the Department of Administration and Finance. Boston City Councilor Felix Arroyo is also on the Board. Its highly respected Budget Monitor is distributed with every iteration of the state budget, to the press, policymakers, advocates, other opinion leaders and interested citizens. MBPC has illuminated the facts that: since 2002, Massachusetts has been a national leader in cutting state investments in education; our public health system has been cut by over 20 percent, low income housing programs by over 40 percent. With more than $3 billion in tax cuts, Massachusetts was a national leader in cutting taxes in the 1990s. We need MBPC; if you are interested in public policy, MBPC needs you.
